We’re just one hour away from kicking off NVC‘s Annual Members’ Meeting, where we’ll not only mark NVC’s centennial but also celebrate a bold new era of NVC leadership. This morning’s gathering is more than a reflection on the past — it’s a tribute to the people, partnerships, and progress that have shaped Greater Washington into the thriving economic and civic powerhouse it is today.
At the heart of this celebration, we will honor our awardees, welcome new Board members, and induct this year’s NVC Honors class. Most notably, we will officially mark NVC’s leadership transition — an annual tradition that symbolizes continuity, evolution, and vision for the future.
We’re proud to welcome Richard Pineda, President and CEO of CALIBRE, as the new Chairman of the Board for 2025–2026. A seasoned executive with deep roots in the federal contracting space, he brings a steady hand and a forward-thinking mindset to guide the business community through a period of economic uncertainty and administrative transition.
Before leading CALIBRE, Pineda co-founded and served as CEO of Spear, Inc., which emerged as one of the fastest-growing private firms in the federal contracting sector. Under his leadership, Spear earned accolades including NVC’s 2017 Government Contractor of the Year (up to $25M) and SECAF’s Government Contractor of the Year ($12M–$25M). He also previously served as President of Dell Services Federal Government, overseeing business operations and service delivery to federal civilian, defense, and national security clients.
With his depth of experience and industry insight, Pineda is exceptionally well-positioned to lead NVC and the region’s business community at a pivotal time. We’re thrilled to have him at the helm.
As we welcome new leadership, we also extend our deepest thanks to Mark Carrier, President of B.F. Saul Company Hospitality Group, for his outstanding service as Chairman over the past year. Carrier has been a powerful voice for the Chamber and our members, advocating before Virginia House Speaker Don Scott’s Emergency Committee on Federal Workforce and Funding Reductions and contributing to regional discussions with the Metropolitan Washington Council of Governments (COG) on federal workforce impacts.
Carrier will now transition to the role of Immediate Past Chairman, and we look forward to his continued contributions as we build on the momentum he helped create.
