NVC is aligning business and housing stakeholders around a shared strategy, marking a major step toward restoring regional economic competitiveness guided by the NOVA Roadmap at the helm.
Northern Virginia’s competitiveness depends on its ability to attract and retain talent — and housing is at the heart of that equation. Recognizing this, NVC has joined forces with the Northern Virginia Association of Realtors (NVAR) and the Northern Virginia Building Industry Association (NVBIA) to release the NOVA Housing Supply Framework, a bold, actionable plan to address one of the region’s most pressing challenges: housing supply and affordability.
This new framework expands upon the goals outlined in the NOVA Roadmap, a regional strategy NVC launched last year to create an economy that competes by design, not by default. Specifically, the Housing Supply Framework responds to the Roadmap’s second goal, increasing the region’s housing supply, improving affordability across income levels, and ensuring that Northern Virginia remains competitive in a changing national and global economy.
A Collaborative Approach
NVAR provided its expertise and leadership to launch this new partnership. Each partner in the NOVA Housing Supply Framework brings critical perspectives to the effort as well as strong relationships with local policymakers. Together, we present a data-informed, economically grounded pathway to increase housing availability.
This collaboration underscores a shared understanding — a thriving economy requires accessible, diverse housing options for workers and families. Employers know that without adequate housing, it becomes increasingly difficult to attract talent, particularly younger professionals and middle-income earners who are essential to sustaining long-term growth.
Why Housing Supply Matters Now
Northern Virginia continues to outperform many regions in job creation, innovation, and income growth, but that success also brings challenges. Median home prices and rental rates have risen substantially over the past decade, often outpacing wage growth. As a result, essential workers — from teachers and healthcare staff to early-career tech employees — find it increasingly difficult to live near their workplaces.
The framework recognizes that solving this issue demands both policy reform and cross-sector coordination. It provides a practical toolkit for local governments, developers, and community stakeholders to align on zoning, infrastructure investment, and planning processes that remove barriers to production. The goal is not just more homes, but the right mix of housing — ranging from affordable and workforce housing to market-rate developments that keep economic mobility within reach.
Turning Advocacy into Action
This initiative is not about one-size-fits-all solutions. Each Northern Virginia locality has its own constraints and opportunities — from urban infill projects in Arlington and Alexandria to transit-oriented development near new Metro stations in Fairfax and Loudoun counties. NVC’s advocacy seeks to help each jurisdiction translate this regional vision into actionable local policy.
Building a Competitive Future
By aligning business and housing stakeholders around a shared strategy, the framework marks a major step toward restoring regional balance between economic opportunity and livability. It sends a clear message to state and local leaders: Northern Virginia’s future prosperity depends on our willingness to make housing a shared priority.
This initiative exemplifies the power of partnership in shaping policy that matches economic realities. With sustained collaboration, Northern Virginia can ensure that the region remains a destination not only for companies, but for the people who power them.
